The Commissioner is a major character from the Assassin series and a minor character in the Pico series. Acting as superior of the Assassin Organization, he originally made his debut in the titular entry, The Commissioner, in which he can be killed by the player.

He would officially make a crossover with Pico through his appearance in Pico vs Bear, where he sends Pico on a mission to assassinate kids' show host Big Brown Bary and his associates. Afterward, he would be featured in Pico Blast, in which he briefs Pico on another mission and even congratulates him at the end.

General information

Physical appearance

The Commissioner has black beady eyes, balding white hair with a matching mustache, a light cyan dress shirt, dark teal tie and suspenders, and wears a gold badge. He is a large man with a towering frame and portly build, and is often seen wearing a serious, angry expression. In Pico Blast, he wears a gold ring on his index finger.

Personality

As an appointed official of the Assassin Organization, the Commissioner is the highest form of authority that Pico has ever answered to. Not many details are known about him, as he simply briefs his recruits on missions involving celebrities turned dangerous criminals, giving out folders filed with vital information, and congratulating them once they succeed. He shows a no-nonsense attitude, having a very strict form of command. However, he also appears to act benevolent by offering Pico ice cream as a reward, although he would have to pay for it afterward.

History

Pico vs Bear

In Pico vs Bear, The Commissioner briefs in Pico on his target Big Brown Bary, who has turned psychotic and bloodthirsty. He sympathizes with his reluctance to assassinate the bear as he had a personal connection, but he encourages Pico to put aside his feelings and take him out. When the mission ends as a success, he congratulates Pico for his efforts and rewards him with ice cream, while reminding him that he pays for it next week.

Pico Blast

In Pico Blast, the Commissioner contacts Pico through telecoms to inform him about another threat; this time, it's at the local train yard. Once he succeeds saving in the world from the cyborg alien Hansel, he congratulates him for his success. However, he also chastises Pico for leaving an enormous crater "the size of China" through the Earth's surface. Though in the game's bad ending, he will instead call out the player for letting Pico die by falling in the volcano.

PICO VS BEAR DX

In PICO VS BEAR DX, he plays the same role as shown in the original game. But one additional scene is added in the end credits where he, Pico and Darnell all celebrate Pico's success by eating ice cream.

Trivia

• The Commissioner's design is directly referenced from Chief Todo, a character from Bubblegum Crisis a cyberpunk OVA series that ran from 1987 to 1991. This can be seen rather clearly, as his appearance on the original Assassin website utilizes low-quality screenshots from the OVA to portray the character.
  • In Pico vs Bear, his appearance is traced over from said original screenshots. However, he is no longer wearing glasses and the design of his police badge is slightly altered.
• In his Assassin entry, the Commissioner is referred to as merely a test target and if the player actually shot him, they would "be in trouble". If the player does so anyway, they will be chastised and told to run; however, they will be caught by fellow assassin Golgo 13 to leave the Assassin Organization. Trying to shoot Golgo 13 will fail, as the player knows he is the "superior" assassin.
• The Commissioner's real name is never revealed, and he is only referred by his title.
• He remains the only other adult in the Pico series to not have the standard blank white eyes.
• In Pico Blast, the Commissioner appears to be under the employ of the FBI, or a version of the agency, rather than the Assassin Organization as he's normally depicted.
• PICO VS BEAR DX actually shows the Commissioner celebrating with Pico by eating ice cream, with Darnell even tagging along.
