The "band of terrorists" are a group led by Gangrene, and the main antagonists of Pico's Cousin. They are composed of him, Sandstorm, and El Mandiblo.
History
Pico's Cousin
In Pico's Cousin, the terrorist group takes over a local shopping mall, around the same time Otis shows up to buy a video game. However, this was part of Gangrene's plan, which was to traumatize him so much that he would be forced to fight back. This proves to be more than effective as Otis defeats every member, leading to him attempting and (failing) to end the boy with a suicide bomb.
However, due to the nature of the alternative ending, it is possible that these terrorists were all actors hired by the military to train Otis and other children for greater threats in the future.
